MPs, Ministers and the Prime Minister

If all ministers can be parliamentarians, why are most MPs not ministers? The answer is that election to the House of Commons gives someone a parliamentary role, while ministerial office adds a governmental responsibility. These roles overlap in some people but are not the same role. The key distinction is between belonging to Parliament and being given responsibility for running part of government.
